The Chattanooga City Council recently voted in favor of Mayor Tim Kelly’s plan to transform our beautiful Scenic City into a surveillance monitored “Smart City” by enacting the CAP.
The CAP is full of surprises that will increase taxes, stymie new road infrastructure, change zoning, building codes and more, but none of these actions will affect climate change in any measurable way. So what’s the real story behind the CAP?
